The Office of Justice Services (OJS), within the Bureau of Indian Affairs (BIA), is searching for an individual to serve as a Supervisory Correctional Specialist for the Yankton Agency in Wagner, SD.The incumbent will manage a detention/corrections facility and provide oversight of corrections operations to include planning, developing, coordinating and implementing detention/correctional and rehabilitation programs and accountability for program operations.
This is a permanent, full time position. The full performance level is GS-11.

_NOTE_: This is a supervisory postion. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a probation period before their appointment becomes final. If the employee does not satisfactorily complete the probation, he/she has a right to be returned to a non supervisory or non-managerial position of no lower grade and pay than the previous non supervisory position held.

The major duties of the position include, but are not limited to the following:
Supervise a staff of facility Correctional Supervisors, Correctional Officers, Law Enforcement Assistants and Cooks who work shift hours.Supervise work plans, priorities, assigns work, counsel's staff, and schedules and approves leave.Ensure that subordinates follow Federal statutes, Federal regulations and bureau policies.
Implement administrative measures in overseeing the Corrections program such as overseeing the budget and developing, evaluating and monitoring operations to ensure the safety, security and efficiency of the detention facility.(e.g., developing program spending plans to meet deadlines, and making recommendations on the budget and the efficient operations of the Corrections program.)
Implement policy and procedures that improves utilization of resources and the efficient delivery of services in order to maintain a facility that is operationally competent and that prevents fraud, waste, and abuse of government resources.This includes implementing quality control plans; providing training to BIA staff and tribes; monitoring budgets; and ensuring that the facility receives required maintenance.
Develop partnerships and provide advisory and information services to tribal, local, state, and federal agencies to improve the effectiveness of services.This includes providing training and technical assistance to BIA/tribal programs; meeting with contractors, federal representatives, tribal leaders, the community and other partners regarding the corrections programs and services and completing emergency management plans.
Ensure safe and secure institutional operations in order to provide efficient services through effective communication.This includes efforts to prevent, disrupt and respond to institution emergencies.(e.g., schedule training for BIA and tribal staff and directing staff to take the appropriate corrective actions with deficiencies and completing the appropriate paperwork.)
Implement health, safety and security measures for staff and inmates by overseeing the supervision of inmate movement, searches, transportation, classification, daily/weekly/monthly/quarterly/annual inmate counts, as well as maintaining fire safety, key control, perimeter security, inmate compliancy with rules and regulations, and implementing health standards and health inspections of staff and inmates.

One year experience planning, organizing and directing the work of subordinate personnel in a corrections/detention facility where you provided guidance to staff on the custodial care of inmates, security activities, and the interpretation of departmental policy;submitting to senior officials written and oral reports on such areas as inmate records, booking and release of inmates, staff training and similar documents relative to the efficient operations of a detention/corrections facility; and evaluating a detention/corrections program operations effectiveness as it relates to staff and emergency and administrative management.

Three (3) full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in correctional administration, criminology, psychology, social work, sociology, or other fields related to the position OR a combination of specialized experience and education that totals 100% of the experience requirement.
MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily.Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily.Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters.Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability.Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.
SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires.Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.Failure to successfully meet these requirements will be grounds for termination.
DRIVING RECORD REQUIREMENT: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required.Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs .

SECONDARY LAW ENFORCEMENT RETIREMENT COVERAGE: This position has been approved for Secondary Law Enforcement coverage .
